When we looked at each provider’s offerings, we focused on plans with innovative pricing or attractive deals, then did the math to find out which would pay off over time. To our surprise, the results were all over the board. Green plans weren’t always more expensive than their traditional counterparts. An additional bill was passed in 1999 that helped further establish a competitive electricity market by creating a price floor to prevent established energy providers from underselling emerging providers. In 2002, Texas finalized deregulation when the Public Utility Commission gave ERCOT the responsibility of managing and monitoring the Texas electricity market. The market opened up to around 6 million Texas power customers.
On the one hand, long-term, fixed rate (contract) plans offer stability in pricing. If energy supply costs suddenly go up in your area, you won’t be left paying more than what you bargained for. You’ll have peace-of-mind. If you want to switch out of your contract before it ends with a lower cost plan, you’ll likely face a cancellation fee (early termination fee).
Before 1997, all energy services were provided by the utility with prices regulated by the Public Utility Commission to match the wholesale price of energy – subject to change as often as once a month. Following the law’s passage, however, prices became “deregulated”, meaning alternative suppliers could provide energy supply at different rates than the PUC-approved price of energy.
With moderate fluctuations taken into account, the variable plans is still cheaper. Our bill is approximately $10 more in the winter, but we’d still save $138 over the course of a year. It’s more a question of whether you can roll with the punches of an unpredictable rate, or would sleep easier knowing your bill is going to look the same month after month.
As far as plan options offered by your local utility go, you are not spoiled for choice. Energy companies in Pennsylvania offer one plan with little to no incentive – other than rebates for owning energy efficient appliances. Energy providers, on the other hand, might offer attractive benefits you didn’t know were available with your supply service.

Still, we like that if you choose to re-up with FirstEnergy again at the end of your initial term, you won’t have to worry whether you’re enrolling at an expensive time of year. First, since it offers just two options, constant for years, its prices are set with the long haul in mind. Second, since the electricity grid in Pennsylvania is more taxed during winter than any other season (space heating accounts for 50 percent of household electricity consumption in PA; air conditioning just three percent), signing up in summer means prices won’t be temporarily inflated.

Keeping on top: With deregulation, a whole host of electric resellers jumped into the market because there’s a whole lot of electricity to sell: if Texas were a country, it’d be the 11th largest electricity consumer in the world! Just by itself, it uses as much electricity as Spain or Great Britain! That means there’s a whole lot of information you have to find, absorb, and process to make sure you’re getting the best rate for your needs.
Another unwelcome side effect of not knowing your average monthly kWh usage level is that you may end up paying more than you expect. This can occur when a customer inadvertently shops an electric rate based on a higher usage level than they actually use. Electricity suppliers commonly advertise their electric rates associated with the highest (2000 kWh) usage levels since those tend to be the lowest rates.
If you would rather have a steady rate and not think about twice about starting a load of laundry at 6:30pm versus 7:30pm, Direct Energy’s standard, 12-month, fixed-rate plan Live Brighter runs at an affordable 7.99 cents per kWh. Again, using 1,000 kWh per month would add up to a yearly total of $958.80 — higher than both Free Nights and Free Weekends, but also a lot simpler.
Oncor, the state’s largest distribution utility which covers Dallas, Fort Worth and much of North Texas, has already agreed to pass all of the millions of dollars of expected tax savings along to consumers. Oncor agreed to pass the savings along to customers as part of a rate review which is a formal process in which the PUC reviews the appropriateness of rates being charged by the utility. No exact details have been determined with respect to how the savings will be passed along. The rate review was actually completed before the tax reform bill was passed but there was a commitment in principle to passing along the savings. It’s not yet know exactly how much Oncor will save from the lower corporate tax rates but with a $245 million tax bill in 2017 future saving are likely to be in the tens of millions of dollars.
The mid to late 1880s saw the introduction of alternating current (AC) systems in Europe and the U.S. AC power had an advantage in that transformers, installed at power stations, could be used to raise the voltage from the generators, and transformers at local substations could reduce voltage to supply loads. Increasing the voltage reduced the current in the transmission and distribution lines and hence the size of conductors and distribution losses. This made it more economical to distribute power over long distances. Generators (such as hydroelectric sites) could be located far from the loads. AC and DC competed for a while, during a period called the War of Currents. The DC system was able to claim slightly greater safety, but this difference was not great enough to overwhelm the enormous technical and economic advantages of alternating current which eventually won out.
