Around 85% of Texas residents must choose an electricity provider. Utility companies transmit and distribute electricity to customers. But that electricity doesn’t come from a utility—it comes from companies known as Retail Electric Providers. These providers offer competitive plans based on electricity pricing, term length, renewable sourcing and more.
If you’re looking for a new electricity deal, you’re not alone: 319,000 electricity customers switched energy supplier during January 2018, according to OFGEM*. Shopping around for the best electricity deal is simpler than you might think – but there are bound to be a few questions. Here’s everything you ever wanted to know about comparing electricity deals.
As of April 2014, 16 U.S. states and the District of Columbia have deregulated electricity markets. Along with aforementioned Maryland and Texas, electricity deregulation is current in Connecticut, Delaware, Illinois, Maine, Massachusetts, Michigan, Montana, New Hampshire, New Jersey, New York, Ohio, Oregon, Pennsylvania, and Rhode Island. Seven additional U.S. states began the process of electricity deregulation but have suspended efforts: Arizona, Arkansas, California, Nevada, New Mexico, Virginia, and Wyoming.[5]
Texas deregulated most of the state's electricity markets in 2002, a move aimed at lowering electricity costs by letting consumers choose their own electric power providers and their own plans. Some parts of Texas continued to be regulated, including those whose power is proved by municipally-owned utilities, electric cooperatives and investor-owned utilities that operate outside the state's primary power grid.
In summary, fixed-rate plans provide a level of certainty and stability in your energy charge since the price will not fluctuate over the life of your contract. If prices suddenly spike, you are protected because your rate is locked in. The flip side is that if rates drop over the life of your contract, you’ll be stuck paying the higher rate. You can incur steep cancellation fees if you change electricity plans or providers before the end of your contract term.
It’s worth noting that you can switch for free with no exit fee 42-49 days before the end of your contract. Under Ofgem’s standards of conduct, energy firms have to give you between 42 and 49 days’ notice of your tariff ending. You can use this time to decide whether to stick with them, or switch. If you decide to switch, you won’t be charged an exit fee.

How does that work? Spark Energy buys electricity and competes in the market for the best price -- a competition that ultimately drives prices down and allows us to deliver more value for your money. In Texas, switching to a different electricity provider is kind of like changing to a different long distance company. When you switch to Spark Energy, the utility will continue to deliver electricity to your home but Spark Energy will handle all the billing, including the utility’s delivery fees and the electricity you actually use.


With the exception of Hillsboro, the incorporated towns in Loudoun County provide water and sewer service to residents of the towns and some outlying areas.  Rates vary between towns and between in-town and out-of-town service areas.  It is best to check rates before the first water bill arrives.  Town residents with questions or problems regarding these services should contact their town government.
Killeen electricity consumers are located in the Oncor service area. As a transmission and distribution service provider (TDSP), or utility, the company will provide energy supply to your business or home. Don't contact Oncor with any billing or customer service questions. Utility companies handle outages and repairs. Your REP handles questions related to your bills.
To skirt the late summer electricity rate hikes, a little bit of planning can really pay off. Try to avoid signing new long-term electricity contracts in late summer. While it may be impossible to escape signing a new electricity contract if you’re moving during that time, just know that a short-term plan may make more sense until the rates go back down in the fall.  That way you’re not stuck paying a premium rate for an entire year or more.

Several states have Community Choice Aggregation (CCA) laws that allow local governments to pool their community’s electricity need in order to purchase power on their behalf.  While savings is not always guaranteed, many municipalities are able to obtain discounted electricity prices. Loudoun County does not provide curbside pick-up of either garbage or recycling.  However, there are many private contractors available.  Towns, community associations, and individuals often hire these contractors to provide such a service.  The county does maintain a public landfill and numerous recycle drop-off centers. The Waste Management Division of the Department of General Services provides detailed information on options and locations.
Residents and businesses that pay directly for their electricity (ratepayers) can use Energy Choice DC to learn more about their purchasing options and the companies that provide electricity aggregation services in the District. Ratepayers connect with a broker who will collect necessary information from them and use that information to seek competitive pricing on electricity, including options for conventional electricity and electricity generated from renewable sources. The broker then presents the negotiated rate to ratepayers, who sign a contract with the selected third-party supplier, for a term of one to three years, and pay a monthly electricity bill based on a consistent rate during that period.

An additional bill was passed in 1999 that helped further establish a competitive electricity market by creating a price floor to prevent established energy providers from underselling emerging providers. In 2002, Texas finalized deregulation when the Public Utility Commission gave ERCOT the responsibility of managing and monitoring the Texas electricity market. The market opened up to around 6 million Texas power customers.
